Wow. That's amazing even for Bush Co. He didn't mean it literally? What other way is there for it to be taken? When he said reduced by 75%, he really meant that we wouldn't really reduce anything but that we would use 75% less fuel from foreign countries because by that time we will own 75% of those countries through military conquest.
See, now all you Bush-haters just supported the invasion of Saudi Arabia, Iran, and Venezuela. War-mongers.
