USATODAY.com - Bush approval rating hits new low

Keeping up that trip to the ratings-toilet:

USATODAY.com - Bush approval rating hits new low: "WASHINGTON — President Bush's approval rating has slumped to 31% in a new USA TODAY/Gallup Poll, the lowest of his presidency and a warning sign for Republicans in the November elections."
I say he hits 28 at some point. I say that's the bottom (pre-impeachment).

two questions

1. Shouldn't republicans have had warning signs before an approval rating of 31%? I mean, surely 40% was worth waking up from their dogmatic slumber.

2. Do we have to have a reason other than "we don't like the job you are doing" in order to impeach the president. I mean, can the populace decide that, even if he has done nothing illegal, he has done such an abyssmal job that he has to go? And if so, if impeached in this manner, does that make the VP the president or does he go too? I'm not sure which I think would be worse, keeping Bush or gaining Cheney.
