We're about to see what happens when you actually legalize drug use:
Los Angeles Times: Mexico to Allow Use of Drugs: MEXICO CITY Â Mexican President Vicente Fox will sign a bill that would legalize the use of nearly every drug and narcotic sold by the same Mexican cartels he's vowed to fight during his five years in office, a spokesman said Tuesday. This is basically what the US government did to the gangsers of the prohibition era. while they dealt with other sorts of vice, the main enterprise was illegal liquor. With that legalized, they had to find new angles to earn money or get out of the business. I, for one, am anxious to see the effects of the new law.
The list of illegal drugs approved for personal consumption by Mexico's Congress last week is enough to make one dizzy  or worse.
Cocaine. Heroin. LSD. Marijuana. PCP. Opium. Synthetic opiates. Mescaline. Peyote. Psilocybin mushrooms. Amphetamines. Methamphetamines.

Oh my God. That is an extyensive list. I wonder what types of road trips will be planned from some of the border states now.
I think possession is a silly charge anyway....I'm sure possessing smokes, a cheeseburger, and platform shoes are really more dangerous to me than my drugs!
it's never really about the possession though- it makes law enforcement feel better about themselves in the fight against the war on drugs to arrest some guy carrying a little designer baggie of whatever
I wonder why the crime rates are so low in Amsterdam???? hmmmm :-)
I just read that El Presidente will not sign the bill.

Sounds like the Fox thought better of giving the Bush admin the middle finger. Given George H.W. Bush's history with fighting against drugs, I think W. might take this as a slap in the face. And we've seen how well he handles personal affronts against his father.
