This was wise. previously, in order to insure the new constitution was approved, the election was rigged to get that result. Under the old rules, the constitution would be approved, no matter what, unless 2/3 of the REGISTERED VOTERS (not just the ones that showed up that day) had to vote "No" to derail the process. That would virtually ensure any dissent would be muted. In light of the violence there in Iraq, it seems likely that such an election could be a tipping point into chaos.
